Adapting Multilateral Development Banks (MDBs) to Global Challenges: Perspectives of African Leaders on Reform

The shared challenges facing humanity, including climate change and pandemics have only grown more pressing and existential. Given their financial firepower and expertise, many around the world are calling to reform the multilateral development banks (MDBs) to address these global challenges which can and already have setback development outcomes. While the perspectives of African leaders are key in these conversations, voices from the continent have not gotten the attention they deserve. At the sidelines of the Spring Meetings of the World Bank and IMF, a group of African finance ministers and a private sector leader will share their perspectives on what they would like to see from the reform of the World Bank and MDBs.

The Just Energy Transition Partnerships (JETPs) of the International Partners Group (IPG) for South Africa, Indonesia, and Viet Nam are spearheading the novel approach to climate action to support developing countries’ transition out of a deep coal dependency, rooted in the realities of their respective energy systems in a way that is just and inclusive, contributes to economic diversification, drives innovation and decent job growth, and is aligned with their respective Sustainable Development Goals (SDGs). But there are concerns how these partnerships can address effectively challenges in terms of partner countries’ readiness, availability of sufficient concessional resources, and private capital mobilization.
On the sidelines of the Spring Meetings of the World Bank and IMF, CGD will host a panel discussion on critical success factors for a just energy transition and how MDBs can support the JETP process. Featuring policymakers and leaders from JETP countries, the IPG, multilateral development banks (MDBs), and the Glasgow Financial Alliance for Net Zero (GFANZ), the panel will conclude with recommendations for improvements of JETPs, the reform agenda of MDBs, and important complementary policy and regulatory reforms in partner countries.

The multilateral development banks are in the spotlight as countries struggle to address multiple crises, setbacks in poverty reduction, and global climate and health challenges. Shareholders and the broader international community are calling for a system-wide reform of MDBs to help them assist countries in tackling these challenges.
Ilan Goldfajn was elected president of the Inter-American Development Bank (IDB) in November 2022, as Latin America grappled with low growth and serious social strains, pressures which have continued. He brings extensive public finance and private sector experience to the position. Amanda Glassman, Liliana Rojas-Suarez, and Nancy Lee from the Center for Global Development will engage with President Goldfajn to discuss his vision for the IDB and its role in addressing the challenges confronting Latin America and the Caribbean.
